Create a more friendly enviroment for international investment and retention of it's own trained highly skilled individuals who are now moving to other countries, if they return from training in foreign countries at all (where they go on student and work visas). A country needs to look inwards, to pull itself up by it's own bootstraps, when you count on foreign countries for help it never comes without "strings attached". The Phillipines had profitable farming at one time, an ideal global location for Pacific shipping industry, and a climate and coastal waterfront ideal for tourism. But the issues of politics and religous extremisim has made the rest of the world cautious about what is otherwise a great land and people to do business with. And I admit that a lot of the negative reputation in recent years is blown out of proportion, most people in the USA think of the Phillipines as a single island covered with jungle and old plantations, the same as most people assume NY State is all skyscrapers when it's actually 2/3 forestland.

I know you want scientific babble here, but in my 3 brief visits to the Phils, I often wondered why such a beautiful country had so many poor people. Here's a few of my observations which, if corrected or implemented, would probably result in a much more productive and prosperous country.

1. The government is equally as disgustingly impotent at doing anything for the poorest as the US; and corrupt. A country so rich in natural beauty and resources EXPORTS workers. They actually CHARGE foreign recruiters for every worker they recruit. They also charge a FEE on airline tickets if a woman leaves the country on a fiancee visa.

2. They have a 12% value added tax, which is just outrageous and a burden on the middle and lower class.

3. They allow age discrimination. Look at the wantads in the paper. More than half want ages 18-26 years old.

My suggestions for improvement are that they should outlaw age discrimination and institute government works programs to increase employment and commerce; outlaw car horns in cities and require pollution controls on autos, trucks, and motorcycles. Build transportation across Mindinao, whereas now the National Highway only goes along the northern coast. It should link major cities by the shortest distance rather than just along the coastal highway.
