Absolutely. It's unnatural to come to a state of total happiness without hitting a few slow down signs or a couple speedbumps. It has to be acquired through some kinds of hardships or you won't even know it when you are there.

Happiness is the result of being too busy to be miserable.
With that being said, I don't think there are any limits. The speed may vary from time to time, but as for an actual restricion, I don't believe so.
