I am found of making short movies on various cultural subjects but I could not find any means or guidence from any where.

I hope I am not promoting home **** studio...... ;-)
Get a video camera. a movie captured on a mobile is only good enough to be seen in a mobile.
Preferably get a video camera that captures digital video on to a DVD. It will save you the trouble of transfering from tapes to your hard disk.
Use the windows movie maker available with windows xp or better still if you can afford use Pinnacle Studio.
If you are planning to make a presentation kind of a movie from still photos the same software will work.
