Why NTPC is taaking up hydro projects when it's target of thermal generation is below the target?

NTPC ,a navratna company is diversifying in hydro,whereas NHPC a seperate corporation is available for the purpose.Why can't they concentrate on works which were assigned to them and they are not able to fulfill.
