Assuming you're talking about MS Word or similar, you want to insert a section break at the beginning and end of that page. Then go to that page, do View Header/Footer and set up your header.

Word always seems a little weird to me though, so after you've set up that one header check the sections before and after it to make sure Word didn't try to "helpful" by putting that header on other pages.

It does seem a little unusual from a design standpoint to have a header on just one page.

I confess I use the easy route; leave page 10 blank and make it a seperate document.

Just highlight that line, center it, change the font or color or whatever you want, and voila, your own header.
