The ticking sound you hear is the starter relay. It is not getting enough power to turn the starter. Most likely the problem a discharged battery. This can be cause by several things. If it is the original battery, it is most likely failing and needs to be replaced. Batteries have an average life of 4-5 years and your van is now right in that range!
If the battery is newer, it could be that the alternator is not charging, or you could have something drawing down the battery. Have the battery charged, or try jump starting the van.
My guess is that you will need to replace the battery!
