Well, what is your question ? Democracy ? Or disorder ? Democracy--yes, we do have a legitimate, officially established democracy. But the constitution was formed by the modifications in the British constitution, that too to the "conveniece" of the then 'patriotic' leaders ! The changes and modifications angered Ambedkar then, but he was not in a position to do anything. This 'convinient' pattern produces MPs like the late Phoolan Devi, our Laloo (or Aaloo ?), Shibu Soren and the like. If constitution allows for electing criminals and ignorant, simplistic people who cannot even have most common social skills, what can the public do--except revolt just like in 1857 ?

The answer is yes and it works. The problem is, we fail to remember it is our government and it is our responsibility to keep it working. What it means is that we have to ensure the elected members are doing their job for which we have elected them and if not we ask them to leave. The political leaders and goverments only do what people want and unfortunately most of the people want what you told in your question. There is a issue of minorities in a democracy system in which the minority never get what they want. I remember reading that this system should be changed to the benifit of minority such that if you do not have your elected members in the goverement (i.e. it is not your goverment) then you should be compensated by means like tax benifit.

there will always be three kinds of people, the good , bad , and very bad. democracy is all about how do people use it. the users being what they are ,things you take pains to describe are but obvious. because good class is in minority that is unlikely to get the quota privilege just for being good.
the good are not going to vote un any particular pattern as other two sections do.
