It is the ratio between when the piston is all the way down (bottom dead center) and top (top dead center). The higher the number the more volume is being squeezed. Think of it like a spring the tighter it is compressed the more energy it has to release. The down side is that high compression requires high octane fuels. Get much farther past the number you gave would require alcohol.

Compression ratio is the ratio of the pressure from when the piston is all the way down(intake stroke) to all the way up to compress the gases(compression stroke), before the spark plug fires for the power stroke .( the 1 is the down position)
