i want to know how to play card games...
every kind of it...not just some thing like HEARTS...
tell them and how to play...and in fact all the information about them...

If you're looking for game that play with a standard deck of cards (e.g 2345678910JQKA in 4 suits), there is a database of them on http://www.pagat.com. If you are looking for other games that still use cards, but not a standard deck (e.g. anything from Rook to Magic: The Gathering) this should give you some information on the wide field.

BTW, if you are looking for a book that gives a lot of rules to card games, I would suggest getting a copy of Hoyle's Rules (available at virtually any bookstore) and a copy of Sid Sackson's Card Games Around the World (out of print, but full of various cards games)
