U have to use a program like Front page or dreamweaver which will enable u to create web pages without the need to learn any coding. U might also use word program and then save the document as filtered html (in the save as dialog box).
Once u finished with ur pages, u will upload them to any server which give a free hosting. Very simple task actually ...

If you want to host your own website, you'll most likely have to pay up.
However, blogs are free and provide a lot of the same options.

its up to you how developed a site you want and if you want to use your own domain name

Learn HTML, XHTML, CSS etc etc. http://www.w3schools.com/. You can also use Macromedia Dreamweaver. http://www.adobe.com/. But it will be easier to use that software if you know atleast HTML...
After making your web pages, you need to upload them to a server. You can use a free web host if you want. Like http://www.freehostia.com/. Or you can get a paid web host and paid domain. http://www.godaddy.com/.
