Generally, you're going to need designs, manufacturing and purchasing for materials, marketing, distribution of finished goods, outlets, etc. Also financing is imporant. Then there's other things to consider like trademark, which is building the identity for your line, etc.
Check out the library. Most likely you're going to find books on starting a business; you might also find specific to starting a clothing line.

an easy quick way to try it out is opening an ebay store and try there. theres a bunch of DIY clothing lines on there that are very sucessful and then go on to open their own boutique if they hit it off right. besides then youll know if people actually like your clothes and know what to tweak instead of wasting money. ive seen girls start with a few shirts with paint splatter and stenciling and their stuff gets bid up to 80 dollars a shirt! its crazy. good luck with it.
