While cheep may be in your price range, it doesn't necessarily mean that you are going to get the results you want.
Some music shops have a rent to own program, where you rent an instrument, and the payments go towards the instrument, so at the end of it all you own the instrument. That's a great alternative to buying.
Schools also loan out instruments to students.
You could try pawn shops, but check their return policy. If they let you return go ahead and buy the instrument and take it to a repair shop to see how much the repairs are going to set you back, if it is even worth repairing. I bought a flute at a pawn shop once and it turned out that it had been dropped and the repairs were going to cost several thousand dollars to basically recreate the instrument.
EBay is another alternative, but while you may get a great deal, you may also end up with a piece of junk.
Wall mart, Sam's club, and Costco all have their brand of instruments. Just keep in mind before buying those that if you plan on going on with the instrument u'll probably need an upgrade within a few years.

I think you should consult someone who's good at playing either instruments. If you buy a cheap instrument, it may be working but when you play it, it may not be the result you want at all.
