A measurement is the data you obtain during the test.

I.E.

Taking someone's heart rate... the test is the taking of the rate, the measurement is 80 bpm.

A "test" is a measurment device. The measurment that we want on most of these are numerical data to evaluate our abilities against others that are or have been "tested". Have a great holiday season!!

To get an accurate and consise answer, I suggest you tell us what context your talking in.

But I'm guessing the answer to this would be:

Test = an examination - trial and improvement

Measurement = finalised dimension - the element of the particular issue

Basically the same, but test involves more written exams.
