There is an option on the cells showing someone position for everybody or only 911. She has open for everybody. How can I find her now???

Thats a misconception. The option is not to have the GPS available for everybody or only 911. The option is to have to GPS available always, or only during a 911 call.
Being available doesn't mean it's available to everyone, just authorized people; namely the phone company and probably law enforcement.

you need to have either a GPS enabled phone on the same network or the IMEI number from the phone and access to the mobile service providers network to find her.

Call the number and ask them where they are currently at.
