It is hard work by hand so use a polishing wheel fitted on a power drill or angle grinder and use propriety stainless steel polishing soap.

Simichrome polish worked well on the externals of my highly polished stainless steel pots and pans.
It also works great on my old brass pulls.

Do an internet search for Simichrome polish - best price I found was $7.95 for small tube, about $24.00 for small tub - delivered.

I have also recently tried Nevr-Dull wadding polish -- got it at Walmart for about $4.00 (I was looking for a cheap alternative) -- the polish is not nearly as high as Simichrome but on a large shiny rail, it might not be perceptible.
I imagine any metal cleaner and polisher will do an acceptable job-- check what's available in an Auto Parts store or an auto parts section of a Walmart type store.

You didn't state how much railings you have that need polishing. If it's an area you can do by hand, the best polisher I've found for stainless steel is Bar Keepers Friend. It's found at your grocery store where you find Comet and the like.

If you're looking for a high shine try Simicrome Poli. Motorcycle shops carry it.
