Pastor's wife is on the right track. You have to make sure it is not running to delete it. However if you are not a administrator on the machine it will not matter. You must be signed in as administrator. If you are unable to delete if from your Add and Remove programs list, try to delete the folder in your program files. Start>My Computer>Local Disk C>Program Files>delete the program. Now you need to run a registry cleaner. I use RegScrubXP.

You can make an exclusion list of registry entries that RegScrubXP will not display as problems. The program should be gone now. If you still have problems deleting it, get a file shredder.

I have tried stopping almost every nonessential program running and still have not been able to delete some files. I would try rebooting in safe mode by tapping F8 when starting up.

if it's a program file, then it must be running. press this at the same time: CTRl AlT DEL , and only once. check if it's listed under the running applications or processes. click END TASK. close the window. then try to delete the file again. hope this helps.

That file might represent a process that is actually a virus and it write-protects itself, use Iolo FileTerminator after u've found the file's location, no reboot neded, or safe mode!!!

ascertain that it's not getting used by technique of different classes. as an example no matter if that is a torrent report make sure that you delete it from the customer and then delete it. if the issue repeats again attempt renaming the report and then deleting it. desire this helped you
