A chemical reaches the gaseous stage when it goes over it's boiling point. If it's boiling point is higher than room temperature (about 77 degrees) then it will be either a solid or liquid at room temperature. If it's boiling point is below room temperature, then it will be in a gaseous phase at room temperature.

I mentioned solid because some chemicals do not have a liquid phase at standard temperature and (atmospheric) pressure. Standard Temperature and Pressure is usually referred to as "STP".

Such a chemical would be like Iodine. Iodine is not lquid at room temperature and has a boiling point well below room temperature. Therefore, Iodine crystals readily go into the gaseous phase from the solid phase. This is called sublimation.
A really cool experiment can be done with Iodine crystals...

Place several crystals of iodine into an erhlenmeyer flask and stopper the flask tightly. Warm the bottom of the flask with your hands and cool the top of the flask with dry ice. Inside the flask you will see it "rain" Iodine. The crystals will sublimate into a gas and then condense into a crystal near the top of the flask as it returns to the solid phase. The crystals will fall to the bottom of the flask and it will start the cycle again.

Gas can't boil because you can't contain it in a contained environment so it doesn't have a boiling point. When something's reached it's boiling point it turns into a gas. Solid to Liquid to Gas.

if its boiling point is lower than ambient room temperature (20 degrees celsius or so) then it willl be a gas at room temperature. For example, water's boiling point at normal atmospheric pressure is 100 degrees celsius…since that is much higher than 20 degrees, water is a liquid at room temperaature. Gases like CO2, N2, H2, etc. have very low boiling points (that's why they have to supercool them to have them as liquids, or in the case of CO2, as solids).

its boiling point should be lower than room temperature cause if it is a gas then it means that it changed from a liquid

Just look at the boling point. If it is below room temperature (say 20 degrees C) then it will be a gas under normal conditions.

every substance has its specific boiling point, so does gas. Gas usually has a low boling point that makes it stay at gas phases at low temperature.
