If you are totally new to programming FORGET Java or C++ or C#. All these languages are OO(Object Oriented) and can be VERY confusing for a beginner.
Instead go slow and picking a language like Python , it is extremely flexible offers procedural&OO feature and now extremely powerful. Google and a lot of big companies are now using Python. So it is a serious language. As soon as you feel comfortable with Python and have built 3 applications , switch to Java. It won't be an easy transition but at least you will have the basics.

No, you could study them in any order you want. about 0.5 of the Java programmers i have ever commonplace learnt Java before they learnt C, or learnt Java even with under no circumstances studying C. studying a 2d programming language is, for most, a lot less stressful than studying their first, even with the truth that, and having a grounding in a similar language can make studying others a lot less stressful.

The secret is, eventhough Java is a programming language, it is not meant for traditional programming like VB or C. You have to think like an architect, which is not easy, to exploit the power of this platform.
Just try to understand the Javadocs, class hierarchy and APIs. If you can follow this, then you can deal with Java.
Otherwise, learn VB and you can impress your school teacher.

If you're already familiar with programming concepts, there's a course here:
http://www.cs.bham.ac.uk/~rxb/java/course/
And lecture notes for a taught course here:
http://www.cafeaulait.org/course/
If you need an IDE (integrated development environment), Eclipse is pretty good:
