Ah, size is not the issue. If you have ten million men wandering around in circles, that is not an army. If you have fifteen million men armed with slingshots and spitballs, you won't win many conflicts.
Leadership, organization, industrial might, technology, investment ... these are all elements of an effective military.
All of which is pointless in the nuclear age, of course, as a single nuke can kill tens of thousands of soldiers immediately, and hundreds of thousands (by radiation poisoning) over a brief time.
