Shikamaru since he's smarter than Neji and he's good at strategy

it's definitely Shikamaru..! Being a leader doesn't mean that you have to be strong. A strong person will be useless if he's not good when it comes to intelligence. It's true that Naruto lacks that but I believe time comes when he'll be as intelligent as Shikamaru (or even he can surpass shikamaru) and become a Hokage. With regards to your question, I prefer to choose SHIKAMARU. Aside from his 200 IQ, he has developed a new jutsu that would amaze everyone later on NARUTO: Hurricane Chronicle.
On the other hand, Neji can become a good leader since he is now a Jounin, but still, he still has lots to learn...

I would say Nara Shikamaru makes a better leader than Hyuga Neji.

Shikamaru definitely. Although Neji is smart and powerful, Shikamaru's smarts is a good trump card against opponents because it's unusual. Being both smart and powerful is not as special as being a true genius.

Shikamaru is the genius of Konoha. He has an IQ of over 200!!!!! It was because of his level-head in battle that he became a Chunin.
