If the man hole covers are still in use then no, you can not cover them. You can put a large pot of flowers on each of them though. If they are not in use you must remember that grass would be extremely hard to grow over this area unless a very large amount of soil was placed over each of them. Grass roots need to be able to grow downward into rich soil so that they can absorb nutrients. Without a large amount of soil over each of them the grass would die.
If the man hole covers are close together why not continue the pattern with other landscape pavers to make a nice path through your garden. If that won't work you could always cover them with bark or mulch and make a path that way.

Don't turf them over, as if you need access to them, you will have great big holes in your lawn! One solution is to try large pots with plants in them - we have a bay tree in a really lovely pot over one of the manhole covers in our garden - it disguses the ugly metal, but it's still easily removable in case we need to get at it.

No, your not allowed to turf/concrete over them as if the underground drains get blocked that's where the plumber has to go to unblock them!

Your best bet is to get some large flower pots, with some nice flowers in them and place them on top of the man hole coveres

No you cannot turf over them , they are someones acess to the pipe work under neath as a means of checkingI would suggest getting some large plant pot fill them up with trailing bushes or plants perhaps a combination, when ever some one may want access all you have to do is move them.

If possible incorporate them into garden beds or grow small shrubs in front of them eg a hedge in front of them depending on their positions. Even if you can disguise a few that will be something.

could maybe put some plant pots on them, no you cant cover tehm as access maybe needed. if you have that many try speaking to the council and find out if you can get rid of any, they may not be needed now

dont tuft them in case u need 2 gt 2 them just buy big pots 2 stand on them like i did

You can, but make sure you mark where they are in case they need to be lifted. You can buy planters specially for covering manholes.
