Well, how to handle sales staff in terms of implementing rules and regulaitons and what steps should be taken when he does not adhere to it? so that his productivity remains unaffected and organisation does gets its staff demotivated. and what punitive measures should be applied to let them do the task more smartly and responsibly.

I think that you need to :

1) have an individual meeting with each salesperson and let them know what is expected from them inorder to be employed with your company.

2) Have a written manual of your rules and regulations and have them sign and keep as a permanent part of their employment file.
Let them know that they need to follow or they will be written up for violations. 1 verbal 2 wriitens and on the third written they will be dismissed.

3)As long as he/she is being compensated for their productivity no additional measures need to be taken.

Salespeople are funny creatures, you can't just sit down with one and lay down the law without messing up their headspace, having said that, you can't let them get away with anything.

Here's what I would do:

Make the rules THEIR idea - it takes longer (but it's just a longer conversation) ask loaded questions that will push their responses towards the rule themselves.

If you want them to arrive on time at work for example.
Grab one, and tell them "in confidence" that you need their advice. You got a phone call from a client who arrived at the office at 8 and noone was there, what would THEY suggest to prevent this from happening again - ask them HOW THEY would approach the OTHER salespeople about it?
AskTHEM what punishment they think would be suitable for someone not turning up on time.

They will TELL you (if you play your cards right) that coming to work on time is important and will hopefully suggest a decent punishment for arriving late (which you will immediately PRAISE them for coming up with such a brilliant idea and implement it immediatly)

He/She won't break his/her OWN RULE, it's a pride thing.

If you think about it, you'll be able to come up with some questions that will manipulate the salespeople you're trying to handle to come up with the exact rules that you want to tell them.

But they will own the rule book - so they'll stick to it better.

To avoid demotivating employees, it is always better to REWARD good or great behavior than to punish the bad. Set incentives (such as time off, gift certificates, free lunches, bonsues, etc.) for increased productivity and adherence to the rules and you will see people pay more attention.

before recruiting check throughlly, if u have ordinar sales people, give them adequate sales training. Later on use carrot and stick policy depending upon the situation

i think when they love you, respect you they Will not break the rules. listen to them. may be they want to draw your attention by doing this. try to solve their problems even if they are personnel. look every one needs to earn and no one want to quit a job which gives them mental satisfaction. encourage them by giving perks if they do more then expected. let them feel equally important like you.
