why can't you sms or call him? It does not matter who approach 1st unless you are not interested at all.

Sounds to me he/she is NOT a friend. Do not worry about it and move on. What is going to happen if something comes along that is a problem.

email him or ask one of your common friends to tell him you have a really misunderstanding between you and him and you want to talk to him face to face.
