Are you planning to stalk this person? If not just ask. Maybe they wont give it to you because they dont know you. If they want to give you their location they will. Stop the stalking dude.

You're going to have to ask the user, the Internet is not an ordinary network. Alot of Internet users are behind "network address translators" , this means that their IP addresses are changed by there service providers, so if they connect with you using IP "196.33.45.44" today, when you do it later it may be "196.45.23.1" for example.
Its not that simple but I hope you get the picture. For websites the Firefox browser has a plug in that shows the IP of the sites you connect to, or you could open command prompt type in "pathping www.(site's name here).com" and then press enter, this would show all the IP addresses between your PC and that site, good luck

95% of the people are either using dynamic IP addressing from the ISP or they are located on private networks so you aren't able to get their real IP address.
About the best thing you can do is go to the link below and download the utility called Whois.exe. If the information is available it will show you who the registered IP address belongs to.

www.whatismyip.com or similar site give ip. Status of Internet connection where speed etc is given also gives ip no.; others location can not be found out by us, investing agencies can do that.
Phone number also gives clue.
