Racism is about power. Racism is a form of discrimination, when one person exercises control over another on the basis of race. This is an example of prejudice. I would not say that you should feel guilty for not speaking up - but the teacher should not have said what he said. Obscenity is obscenity - Never feel ashamed over some else's prejudice.

Did your teacher say (pronounced phonetically with spelling) "n i g g e r" (had to separate the letters to get around hte Yahoo censors) or "negar" as you typed it (same pronunciation, I presume), or "*****" (thats a hard E sound, as in the word "seat")? The former has always (as far as I know) been considered hostile, while the latter has some historical significance and, according to my dictionary, specifies "being a descendant of or having ancestors from central and southern Africa" or "any person having black ancestry". "*****" is not considered durogatory.
So, if your teacher said "*****", thats not racism, but if your teacher said "n i g g e r", I would definitely call that racism.

Wasn't it just old writing? If it was then I don't see anything wrong with it. History should be accurate so we'll learn how it really was back then and nothing should be sugar-coated or censored. Don't feel bad about not saying anything, sadly racism is still common and you'll have many opportunities to speak up in the future.

I would have found if offensive, and it is not my culture. Talk to him outside of class and let him know you thought it was wrong. If he gives you trouble, tell the principal. Don't feel bad about not responding right away, you were in shock! And likely you just did not want to make a scene and get him in trouble, if you thought he did not mean it.

It's not racism if he didn't say it directly at you or other African-Americans. It's racism if he said "Oh! Look at those "negars", how funny!"

Okay, first of all, I don't get why it is funny when blacks, african americans, people of color, what ever you want to be called now...how is it that you get to say the N word...? All the rap dudes do it and I find it insulting...
I have never and would never allow that kind of talk in my home, but you can call me cracker, gays call me a breader...and others call me rich *****...get over it , we all get called names..grow up.
