It is not the only symbol of sex but one of them. I can think of two reasons and the first one is most likely.

The stallion and mare go through a lot of horseplay (excuse the pun) before mating, the mare appearing to be very reluctant and aggressive. They go on their hind legs and strike out at each other with their front hooves. Eventually the stallionn gets behind the mare raises himself to his full height and slams down on the mare with his front legs astride her, rams himself home and starts to mate. Hence he has always had a very "macho' image among all people who had any contact with horses, which would have been a very large section of the population in olden days.

The second reason is that of all animals kept by man, it probably has the largest piece of equipment. Y'now what mean?
