From what I know, these cultures are community centered and surely cannot tolerate a thief or rapist in their midst. I'm interested in how they deal with those who cannot live within accepted bounds.

I've been chastised so I will elaborate. I was referring to, for example, the Indians of the Amazon Basin, the culture studied by Mead, indigenous people untainted by the 'technological' world. Generally, social groups living close to the land, some contact with other groups but primarily isolated and living by a strict system that serves the group as whole.

Presumably you mean pretechnological societies.

Crime in such small social groups is not common, as "criminals" do not tend to predate on their own relatives. Crime is somewhat replaced by antisocial behavior.

Such behavior is similar but not the same as crime.

When faced with an individual who constantly acts anti-socially to his kin group, almost universally, the individual is subject to banishment. This is even true in cases of murder.

Human beings have very powerful taboos against killing, that is why we have such strong psychological responses against it.

Murderers tend not to see their victims as people, such is their lack of empathy. Tribal people resorted to killing as a last resort, due to the fact that in pre technological days, every body was valueable to the survival of the group, even if they were jerks.

In short, corporal punishment, chastising, peer preassure, shunning, banishment and finally killing would be how tribal societies handled problem folks.

From what I have learned of the russian police.They don't have to have a reason to pull you over in traffic.They don't have a set trail date when you go to prison.You could do a petty crime and wait 3 months or 5 years before a trial.
