With a 256 Mb ram the system should run very fast, But u answer your question we must know the configuration of the system the system is Celeron/Pentium the speed of the processor, the capacity of your hard-drive.
Please delete unnecessary files from the system, Make a partition in your hard disk and remove all the lease access able files on the Second part of the hard drive.
Remove Norton Anti Virus from the System as it takes too much of memory to work or increase Ur ram, Also delete all unnecessary games and other high image to make your hard disk light,
I hope taking this steps will make Ur system easy and quite fast 2 work.

First thing you want to do is to install more ram, as much as you can afford. I have 1 gig in my pc.
I have also found Norton to be a resource hog, but you will notice a big improvement with the ram increase.

Speed of computer may depend on many factors
Run disk clean up, then run derangement.
Free some Spaces from the Hdd.
Start>run>%temp%
delet all the file.
Start>run>temp
Delat all the file
Decrease startup programs and services.
Places to look for startup programs are
Start->programs->Start up
type regedit in start->run and look for given locations
HKEY_CURRENT_USER\Software\Mic... HKEY_CURRENT_USER\Software\Mic... HKEY_LOCAL_MACHINE\Software\Mi... Shell Folders
HKEY_LOCAL_MACHINE\Software\Mi... Folders,
Make sure that your C drive's 20% area is free. Windows uses c drive for virtual memory.

My Computer>right click>properties>Advance tab >
in performance >Settings>Advance tab>
in virtual memory>Changes .
select System Manages Size radio button .
Remove ,Uninstall any unwanted program
Automatically clear useless virtual memory pagefile on shutdown.
Start>control panel>Performance and Maintenance>
Administrative Tools>Local Security Policy>Local Policy>
Security opection> Shutdown: clear Virtual Memory pagefile >
enabled it.
You will loose some Windows effects. But I, personally prefer to have a faster computer than visual effects.
You mead ur Comp 30 % faster
My Computer>right click>properties>Advance tab >
in performance >Settings>Adjist for best performance.
Speed up your computer's boot time by disabling the Windows XP splash screen.
Start>Run>Msconfig>BOOT.INI>
click on /NOGUIBOOT
OR U can do this (BEST IDEA)
Increase your memory

If you have a norton AV, then you need a full cache P4 CPU for a good performance. It is better to install Norton internet security instead of these firewalls and anti spams.

1st remove ur norton since norton is known to be a mem hogger .. 2nd avg is enough for ur anti virus ..... try to combine nod32 with avg.. it take lesser memory ...if posible add ur ram another 256...

get more ram... get rid of one of your anti-viruses, I'd get rid of Norton's because it takes up a lot of memory which you don't have... download this program called cclean to clean out all the files and folders your computer doesn't need.... give it a defrag..... and clean out the registry with a registry cleaning program

you have installed heavy programs which take your system resources ( I mean your anti viruses and fiirewalls )
first disable them ( by thier tray icons )
uninstall them.
restart system.
(advice : use just one antivirus program with built in firewall like :
Kaspersky)
if the system still works slagish, you have to install a pure
windows.
and if the problem still remains, you have hardware problem.

first of all delete norton antivirus because it is jamming your PC just keep AVG or bitdefender antivirus and restart the PC.
