If you're not a professional blacksmith, it's illegal to be in possesion of one. However, there are many ways to make one, this is an easy one made of some common objects:
You need 2 things:
A clothes hanger (preferably made of steel), straightened at one end with two inches filed in until flat and bendable and the rest into a handle. You'll need something that can go inside the lock with the wire and flick the wire to push the pins and you can make that by using a long thin piece of strong sheet metal.
I'm not telling you how to use it tho, figure it out yourself

You will not get any locksmith tools without being registered as a locksmith. Look up their trade guild, federation or society, or contact a local locksmith and inquire about becoming one. Better still, contact a local careers adviser/service and ask them about this trade.

You should be able to find them online at the places that sell gun accesories and knives. Try this place: http://www.lockpickshop.com/c-LS.html
You should be able to find a set for under 25 dollars. Just keep in mind that professional locksmiths use the higher end stuff.

You don't need all that fancy equipment for what you're after. A simple brick through a window should do fine.

Ebay. But you're not supposed to because each set is supposed to be registered.
