You want to be a girlie girl?
Well, the biggest impact is probably your appearance.
You should start by dressing the part. I wouldn't advice you to go shopping for girlie clothes by yourself, especially if you're not used to it. Call up any girlie friend of yours and ask her to go shopping with you. Tell her your objective. I'm sure she'll jump into gear.
Oh, a very important advice would be to not overdo it. I've seen many girls trying too hard to be a girlie girl. Tone down the make up. Just use basic things like concealer (overtime, when you've learnt to take careful care of your skin, you can say goodbye to this), marcara and some lipgloss. Try experimenting with eyeshadows AT HOME. Don't do it at one of those stands at the mall. I'd suggest trying a colour that'll compliment your eyes. And please, no black lipstick. That's a girlie girl no-no.
After you've got the appearance down part right, I'd suggest you observe some of the girlie girls around you. The way they carry themselves, the way they seat, the way they walk, the gist. You'll notice they have a certain way of doing it. If you can't figure it out, again, I'd suggest you ask a friend to help you. Although this might be a little more difficult than the shopping part. Most girlie girls don't realise the way they do things is different from most people. Plus, they might be reluctant to help you.
That's basically it. Oh, its really useful to read girlie magazines too like say, Seventeen, Teen Vogue... Things with the latest styles, gossips, etc. in it. To be girlie, you REALLY have to think girlie. Be concerned about girlie stuff. Be involved in girlie stuff. And most importantly, be social, 'cause girlie girls are social butterflies.
Well, that being said. Good luck. Hope you succeed.

you should slowly transition from a tomboy and a girly girl. it's because people might talk bad about you if you go to school one day wearing basketball pants and a loose shirt, and the next day your wearing a skirt and nice top with high heels with tons of makeup on. start by wearing a cute top with jeans. then work your way up =) =) makeup is good too! start with basic eye shadows and lipgloss. have fun <3

Well first you will need a new wardrobe...but baby steps, a few things at a time. And a hair cut, mandatory. When you are comfortable with those changes you move onto make-up.

Dress up, do makeup, hair. All of that. I'm not too "girly" so if that doesn't help I'm sorry.

act femenine !
there's nothing more enjoyable than being a chick !
remember, no matter how much make up or femenine clothes you wear, if you don't have delicate, femenine, sexy, magical ways......you will still be a tomboy.
