"Quiet enjoyment" is a legal notion. Wiki pedia has a fairly good article on nuisances... I'm sure a bit of googling will find you more.

Yes. And it has nothing to do with noise.

The covenant of quiet enjoyment is a warranty of some deeds which says that you own the land, and the grantor can be held liable for anyone that claims otherwise in a court of law. Landlord/Tenant law in California has a similar provision. You should consult a lawyer if this is an issue for you.

I'm sure there is a web site, I don't know of one. I do know from personal experience that there is a noise ordnance in most cities. Ours is you can't have a car radio heard over 25' away. Or a home entertainment center heard outside your home. We had neighbors who would pull their cars on the lawn and the music would shake water in glasses in our house.We live on concrete foundation and the houses are lath and plaster. Neighbors would call the P.D. and after the second call, the city would charge a fine of $125.00 for the next ten calls and there after the fine was doubled each time. The neighbors moved out soon after. Good luck.
