http://www.100webspace.com/ is the best webhosting that I could find, and I have searched a "little". They give you everything you need, even on a free account, except the tools for building your website. For that you can use Microsoft FrontPage. With that building a website is like "building a website for dummies", especcially if you take the time to read the help documentation. The cons is that is not free. 100webspace supports Microsoft FrontPage extensions and FTP transfer.

A lot of the time your ISP will give you free webspace! Whoever you buy your internet from, check your contract - you probably have free webspace sitting there waiting for you!
