I'd just say "Hey dude! You wanna jack off together?" He may say "Hell no dude!" or "Okay let's do it!" or something else. He may also think you are gay. Jacking off with a buddy actually doesn't mean you're gay of course...but he may think that. I don't see too much wrong with it. It was a common thing when I was a boy over 50 years ago (yeah I did it with my friend). I'd say just ask and see what happens.
