There are times, due to a variety of circumstances, a persons natural production of saliva will temporarily cease. The extreme dryness of the mouth creates the feeling of having a "mouth full of cotton." I have experienced this on occasions of stress due to public speaking or stress when meeting an important person.

Cottonmouth is a state where you mouth is extremely dry. If you really want to know what it is like fill your mouth with paper towel to completely dry it out and you will then know what it feels like. It is caused when you are not producing saliva.
Cottonmouth happens sometimes when someone smokes weed. I know I have experienced it from that.

It's actually 'cotton wool' and speaks for its self, just imagine you have a mouth full of cotton wool, that's what it means.

It means that sometimes you have a hard time speaking, such as in front of a large crowd, or youre mouth could be dry.
