A bad coil pack can make your mileage go down but so can a lot of things. Why would you think someone tampered with it?

You really need someone to check it out. The cost of a few parts will probably be more than a diagnostic fee to have the ignition, fuel, and computer system checked out.

If it is a bad coil pack, there are 3 of them on this car, causing the problem you would feel the engine shaking and have a lack of power. Other causes could be the ignition wires, fuel pressure regulator leaking, sensor bad or out of range, egr valve stuck open, or a number of other things. So you see why you should have it checked.

This car will not necessarily turn on the check engine light for some of these problems as it uses an older computer system than the cars made today and doesn't check as much as they do now.

Is the service engine light on?
if it were the coil pack it would turn on the service engine light and get a code of engine mis firing.
You dident say when it had a tune up last, and it it has been getting bad milage, it can be do to a number of things.
