Depending on your geographic location, available time, financial resources, and personal interests, you should learn Arabic in either:
1. Language schools, i.e., Berlitz Language Institute (with schools in major cities around the world);
2. Universities in Arabic-speaking countries, i.e., Morocco, Saudi Arabia, Egypt, United Arab Emirates, Qatar, etc.;
3. Embassies and consulates with cultural offices; and
4. Distance learning language schools (internet-based, correspondence, or mixed media).
It's always best to learn a foreign language in a specialist language school where teachers are specifically hired and trained to teach a particular language to speakers of other languages, and geographically situated where native speakers thrive and mingle. This way, you get both formal and informal language training through lessons gained in school and beyond.
You practice to perfection your reading, writing, listening and speaking in a real-life speaking environment.

A lot of the UK universities offer such courses. Durham, for example, has a school of Middle Eastern studies and offers an arabic course.

In the UK, SOAS (School of Oriental and African Studies, London University) is the best place. They offer a variety of courses in various types of Arabic.
