Dont think you can twin turbo it easily, as its an inline six i think. Or is it a V6/ V8? You may be needing a big single turbo. Give any performance shop in your town a call, ask for quotes, the choices are plenty. If the question and desire are genuine, it would make one seriously fast bimmer!

Definitely NO SUCH THING for the BMW M3.
http://www.horsepowerfreaks.com has a turbo kit they're developing but it's not tested and looks pretty rough around the edges for something you put on your $60,000 luxury european sports car..
I maintain that the VF-Engineering power package is the best the market has to offer, it's more reliable and more "daily driver friendly" than any of the other kits I've seen. I'm not a fan of the AA one, and the DINAN is just wayy too pricey.
Check this one out, you might like it as much as I did - after all, I bought one for my 3 series and haven't looked back.

There's no such thing. Turbo chargers require repiping the car, and no one has put out a package system to do it. If you're dealing with a local tuner, you can probably talk to them about doing it, but it'll be a one-off.
The only forced injection systems for the M3 are superchargers. Most people regard the Active Autowerke's as the best (500 hp) - http://www.activeautowerke.com/supercharger/e46m3/main.php. Dinan offers one as well that is warrantied (420 hp) - http://www.dinancars.com/Series.asp?Series=14&Chassis=10&Model=9&Class=Engine%20Tuning#2375.
Be aware, all of these are pricey - about $11K.

Re: The BMW 3 series hard top. Well .. I would say .. ABSOLUTELY .. Hardtop convertibles are AWESOME. I test drove this car and it moves unbelievably and great control. I added about every option possible, not including active cruise control and it prices around 62,000.00 But, the base price is 50,000. Also, it is NOT easy to get from what I am finding. I am having to wait a couple months and ordered it with all options I wanted. But, as far as having them ON THE LOT at dealerships, everything in my area is SOLD OUT. They have a demo, which cannot be sold before ONE year. I have had the Mercedes 320 SLK hard top, and did test drive quite a few other models: Lexus, Acura etc .. and nothing drove like this car. I sure loved it .. :)

I think the best thing for you to do is take your car to a speed shop to have this work done. You will destroy your engine if you just install something like this. First, the engine wasn't designed to handle the boost and the pistons, connecting rods & crankshaft were designed for around 8.5 or so compression. You will basically need to completely rebuild your engine to get the performance your looking for.
If you just install the turbos without the other mods the boost will be very small and the cost will be too much with little gain. If your wanting to install twin turbos take it to someone who builds high performance BMW engines. Thats the best bet.

THE CHRYSLER SEBRING IS A FOUR SEATER, AMONG OTHERS...ANY BODY AND EVERY BODY IS RELEASING A HARD TOP CONVERTIBLE. SO IF YOUR LOOKING FOR SOMETHING UNIQUE, THAT WON'T SOLVE YOUR QUEST. KEEP IN MIND THAT ALL THE MECHANICS TO GET THAT ROOF INTO THE TRUNK ADD WEIGHT TO THE CAR AND RAISES THE CENTER OF GRAVITY,WHICH OF COARSE EFFECTS PERFORMANCE. WHEN EVER I PLAN ON A MAJOR PURCHASE, I READ ALL I CAN ABOUT IT. THE REVIEWS IN CAR MAGAZINES ARE WRITTEN BY PROFESSIONALS WHO KNOW MORE ABOUT CARS THAN THE AVERAGE PERSON...AND THEY WON'T TELL YOU TO BUY A HONDA INSTEAD!
