Step 1: Convert both fractions to improper fractions (which you've done)
11/4 * 28/9

Step 2: Cancel out if possible:
11/4 * 28/9 = 11/4 * ((7 * 4) / 9) - in this case the 4 cancels:
11 * 7/9

Step 3: Multiply by multiplying the numerators and the denominators:
11 * 7/9 = (11 * 7) / (1 * 9) = 77/9

Step 4: Now that you have your answer, you can convert back to a mixed number:
77/9 = 8 5/9 (solution!)

If you don't want to cancel, then you would skip step 2, and step 3 would look like:
(11 * 28) / (9 * 4) = 308 / 36

Step 4 would look like: 308 / 36 = 8 20/36 = 8 5/9
