This is a sample question from a Citizeship Exam Study Guide, and I'm not sure exactly if it's the people, or the Electoral College.

Well I guess it would be the Electoral College.

The president of the United States is elected by the electoral college. Although we have a vote by the people, the popular vote, the electroal college is not bound by law to vote according to the popular vote. The electoral college is chosen very four years to choose the president and vice president. In the elections of the years 1824, 1876, 1888 and 2000, the electoral college and the popular vote have not coincided in the majority of votes towards certain candidates. The winners of the electoral college vote became presidents and vice presidents, respectively.

1) each state has a certain amount or electoral votes 2) the people vote 3) the electoral votes go to the winner of whoevers party wins that state 4) president is elected by counting the accumulated electoral votes of each state who,s party won that state. So even though a candidate may win more popular votes ,doesn't determine if he wins the presidency.

The electoral college elects the President. When you vote during a presidential election, you're actually casting your support for the sponsored party's electoral voters.

This concept is to design more 'points' to those who live in higher populated areas. States with larger populations get more electoral points compared to states with smaller populations.

Sometimes it is the Florida Secretary of State and the Governor, the Bush family consiglieri James Baker, a cluster of Republican thugs and a 5 person majority of conservative justices on the American Supreme Court. NOT the American people.

But for the purposes of your question: Popular and electoral votes...but we need to get rid of the Electoral College.

The people vote. That vote tells the members of the Electoral College who the people would like them to vote for. The Electoral College convenes and casts their votes.

I don't know about now, but as of 2000, most states had no law requiring Electoral College reps to actually vote by what the people choose.

Actually it is none of the above. They are elected by some very powerful men who meet in secret. We are then given our choice so it seems like we are participating in a democratic election. We vote, each state is given a number of ballots, and whoever wins that state gets those ballots. When all those state ballots are cast, the winner is decided. For most of us it is as if we were vegetarian, and the electoral waiter came up to your table and said the only things on the menu were beef and chicken. You might believe you were being offered a free choice, but if you came to that conclusion, you would be mistaken.

In theory it's the people of the but in practice it's the electoral college's votes that ultimately decide. Of course the electoral college's votes are supposedly based on the popular vote so I guess I would answer, "the people".
