Means working hard whole day i.e. working non-stop while standing and do not even have any time to sit, chit-chat or have time to eat. Being busy whole day with lots of assignments to complete on time for something important.

"On toes" - means busy for the whole day. Not even having time to take care of personal needs like drinking coffee, consuming lunch etc....

Its just a phrase...and mean that i haven't taken a single bit rest and worked alot for whole day and even dont have time for anything... u can say that as non-stop work...
