What you seem to be attempting to do, or discuss, is what native shamans have been doing for centuries. But the essence of such transformations are entirely misunderstood.
In ancient times, people employed what is known as sympathetic magic rituals. In these rituals, the 'priests' or leaders of the tribe would act out their prayers, alternating as both animal and hunter, in the hopes of ensuring a good hunt. A modern equivalent might be pre-visualization, where a person visualizes in their head what it is they want to do or say before they actually do or say it.
In the ritual, however, the act of dressing up as both animal and hunter, as both predator and prey, created a bond of affinity between the tribe and their source of food. This is not possible if the animals exist as being totally alien and unknowable to humans. Therefore, the first shamans understood that in dressing up like a deer meant being able to tap into the 'deer spirit' within themselves.
One does not 'merge' with an animal, or switch bodies with one, because it implies one is fundamentally NOT something. That would be like me switching bodies with Michael Jordan because I want to be a great basketball player. To truly be a great basketball player, or to discover the secrets of the animals, one must believe that all the ingredients reside within onself already. Lacing up a pair of Michael Jordans can't give me Jordan's abilities, but they can help me become more aware of those abilities (however developed or dormant) within myself. Likewise, putting on a deer skin does not make me a deer, putting on a deerskin can only make me aware of the deer within, a proud buck of many antlers, whose home is bounded by the elements, and whose life is meant to be lived until it ends.

Shape Shifting? Some people can go in to their dreams and visit places or other people as animals. Its very hard to do and takes a great deal of inner-strength. Since it is done only be people who have that inner-strength, most people will tell you it never happens. They think that if you cant see it then its not real. Often they forget that they cant see things but they believe in them. Example...... God.

Shape shifting drugs can easily do this.
What is more interesting some people can see the animal in others especially when making love.
So if you can see a wolf look out.

I could keep away from him simply seeing that he seems like he is insane and potentially hazardous. In truth, you too, WHY WOULD YOU EVEN ASK THAT QUESTION??!?? Get off the HARD medicinal drugs seeing that no quantity of weed would make you that f*okay*d up!

Go to the C.I.A. They will do it with the animal you wish. Even extinct ones like Mammoths.

Renaissance magic manuals usually prescribed datura for shape-shifting potions. Datura is a powerful hallucinogen, similar to mescaline or DMT.

Look into Indian magic, (American Indian or Spanish Indian witch craft). You'll find your answer there.
By the way...
be careful what you wish for.
