no - the new region has its own Dex
you'll need to upload many, by dual slot function, from ruby, sapphire, fire, leaf, and emerald
apparently, you can't get any previous starters or legendaries

You can't find every single Pokémon in the diamond and Pearl games, but you can find nearly all of them. Once you have the national dex and access to certain areas/items, you can get most of the old pokémon. I have provided a list of pokémon which do not appear in either Diamond or Pearl, so you'll have to upload them...
