Okay....say in Fantasy City.....you had in it 2 powerful gangs....disregarding originality we'll say crips and bloods. In the past they've fueded relentlessy over who's gonna control the streets...and for a moment the crips had a hold over the bloods to the point the bloods were almost slaves to them. Well needing help, a police force well known from another city came in to help calm down the chaos in this city with seriously high crime rates. What turned out was the bloods being givin some freedom to roam the streets again. But out of vindictive hatred decided to wreak havoc on the crips. Of course, the crips, not letting this happen, retaliate. So now there is a HUGE gang war in this city. As the police force what would you do? (i'm pretty sure you can hint where i'm getting at....but maybe the different perspective may give some incite i suppose...so here goes :-). ).

now try and relate this to the current situation in iraq....with the sunni, and shiite...since, although not REMARKEBLY similar to my scenario...it seems to be the case NOW, and how WE are actually now a police force....

the main difference is... gangs are one thing... but these people are fighting over religion... and in my experience... that kicks it up a notch...

you can't get someone to say "ok, my God is wrong"...

you can find negotiating points and people will compromise in a normal fight in almost every situation...

but not religion... it's unflappable.. it's in stone... it can't change or compromise or it wouldn't be a religion...

that's the major problem... the people that are fighting can't compromise or everything that they believe in is worthless...

it's almost impossible...

Some government agency should secretely supply drugs. Have the gangs distributed for them. This would give the government agency money to control the gangs and hopefully the drugs would sedate the people.

Infiltrate both gangs, get them to take their fight out of the city, and incite them to have a huge "last-man-standing" battle royale.
Provide them with all the weapons they will need to kill each other. Then, kill the last man actually standing.

wow u put it hard but the true is that USA shouldn't have to be the police or no to be the police by then self ...

and they aren't gangs or criminals... they are civilians

there is too mush information missing just to take a decision so i guess i lost :(

people think issues of conflict can be solved by stop-gap measures and 'final justice' scenarios- they can't. the only way to deal with conflict issues is through prevention and by addressing the real root causes of what creates the end situation.

address the cause- find out what the causal factors are- and alter them or remove them, and the situation will cease to continue to repeat itself, and no longer be propagated.

The police force needs to pull out and mind their own goddamn business. Whoever ordered the troops...oops the police force to go in and interfere in the first place, is a greedy, bloodsucking, egotistical idiot.

I'm no genius or anything, but are condoning racial profiling? Police brutality? OOHHH...lol...I don't think we are the enforcers, although that's what the scenario is turning out to be...
