Red neck comes from the African term Rooinek which referred to the British solders who came to South Africa during the early 1900's and received terrible sun burns on the backs of their necks. Rooinek literally means "English speaking African" and the fact that these people had these burns on their necks eventually translated into someone having a red neck. The British took exception to this and so they passed on the term to the Americans who adopted it for use on the lower class citizens of the Southern US. Since Bush is president of the United Staes, I wouldn't call him a lower class citizen.
