I refer to MIDWAY by Mitsuo Fuchida ( Sr Wing Commander, Carrier Task Force ) who led the attack on Pearl Harbor & Masatake Okumiya, ( Carrier officer and staff officer of the Naval General Staff ) 1951. They both state the oil embargo as the reason Japan attacked Pearl Harbor.

No. They wanted America to enter the war.

And we did. And squashed them like bugs.

Japan's quest for territories was indeed driven by a need for resources, including oil.

The USA had imposed an embargo which cut off resources from the rest of the world to Japan.

Japan attacked in order to end the blockade, as well as capture American holdings like the Philippines, Midway, and possibly Hawaii and Alaska.

Japan did lack its own natural resources, but oil was not the reason they attacked the USA. They wanted a clear field in the Pacific and felt that a very quick war against the US would give them that. The Japanese military that had been schooled in the US knew there was no way Japan could defeat the US if the attack on Pearl Harbor was anything but an overwhelming success.
