The politics of Brazil is very interesting. Let us look into why a country--any country--would not have wars before answering this question.
For every actor (state) in the international environment there exists a need for sovereignty and self-determination. The treaty of westphalia basically put this requirement on an actor if it wishes to call itself a state. So what is war then? A clash between to sovereign states over some viable interest. The interest is unimportant. What is important is the clash itself.
The globe exists as a state of anarchy--there is no world police that a state can call when another state is picking on it. Furthermore, each state has to act in its own interest otherwise it is no longer self-determined. So what are the issues of a state? First off they are faced with a "tragedy of the commons." This is where its constituents will seek to increase their wealth, but the problem is there is only a limite amount of wealth in the world, so what is required is to take over another persons wealth. For students of economics this will sound just like mercantilism. So each state wants to increase its wealth by exploiting another state. This creates a security dilemma of escalating arms. Each state cannot back down for fear of attack and it cannot fall behind for the same reason.
So how does a state escape the security dilemma? The only time in history that states have escaped the security dilemma is when a much more powerful actor decided to protect it for some reason or another. Pax Brittanica did this. And during the same time so did the U.S.
As you might know during the 1800's-1900's U.S. foreign policy operated under the monroe doctrine insofar as its relations to imperialism and south america. here south american colonies were defended against european powers because the united states did so. After WWII the U.S. entered into an era referred to as Pax Americana. This period is most noted by the U.S. foreign policies that were created in response to growing Soviet Power. Here the U.S. allowed states to ally with them (usually for ideology sakes) and the U.S. would defend them; therefore, the state escapes the security dilemma.
War and conquest are the way of the world. The only way for one country to not be directly involved in a war is if another much more powerful country has put it under its protection. Even though Brazil commonly disagrees with the U.S. there still exist good trading and security relations between the countries. For instance all the oil that is shipped from Brazil to the U.S. What you should be interested in, however, is what happens when China knocks on Brazil's door for oil; thereby, impeding U.S. interests. What will Brazil's foreign policy be then?

No when you are a super power like the United States you have a responsibility to creat documents so you can justify war. It does not matter that the documents are not real. We are a civilized country so you have to understand we are educated. So we do not just shoot the lieing, thiefing basters we have in our political system like the great country of Brazil. Our Country would fall apart if we actually held the people responsible accountable for there conduct. That is why we have the one party system but we act like it a two party system. But that is life in America. Tuda bang.

No, your govt wars on its own people and on nature. Brazil is where the army "disappeared" all those kids so the place would look nice for foreign tourists. I don't envy that, or the fact that the burning forest can be seen from space.

We like that. We admire your football and samba. I own a Brazilian-made firearm or two. I hate our political rancor, but looking at your politics makes me feel better, as does comparing our air-traffic control systems.
As our northern winter approaches, I think wistfully of your Carnival.
Obrigado.
