No, what it really means is that they can't follow the beat of the music and move in time with it. They tend to speed up or slow down their singing or dancing with a song, getting themselves off-beat. Music is a language, and some people don't "speak" it that well! :) Not everyone is born with rhythm, much like not everyone is born a natural athlete or scholar. People who have no rhythm tend to be very self-conscious on a dance floor and feel awkward and clumsy, which only makes the problem worse, too. With practice, though, people can learn to have rhythm.

They mean that they do have rhythm... but theirs does not match the music. They also feel awkward and self conscious... the biggest obstacle to feeling the music.
