Should I just leave it in the same size pot it is in and add more potting soil? Why is there something on top of the soil that looks like some mold or something.

your peace plant will grow in the larger pot once it becomes root bound again.the mold is from poor drainage,use two parts potting soil and one part each of perlite and vermiculite,also put about an inch of gravel or small stones in the bottom of the pot.good luck
