How would you solve this scenario?

Okay....say in Fantasy City.....you had in it 2 powerful gangs....disregarding originality we'll say crips and bloods. In the past they've fueded relentlessy over who's gonna control the streets...and for a moment the crips had a hold over the bloods to the point the bloods were almost slaves to them. Well needing help, a police force well known from another city came in to help calm down the chaos in this city with seriously high crime rates. What turned out was the bloods being givin some freedom to roam the streets again. But out of vindictive hatred decided to wreak havoc on the crips. Of course, the crips, not letting this happen, retaliate. So now there is a HUGE gang war in this city. As the police force what would you do? (i'm pretty sure you can hint where i'm getting at....but maybe the different perspective may give some incite i suppose...so here goes :-). ).

Interesting response...now try and relate this to the current situation in iraq....with the sunni, and shiite...since, although not REMARKEBLY similar to my scenario...it seems to be the case NOW, and how WE are actually now a police force....

First I would ask for assistance from the National Guard as this is a full scale assult.
Second I would establish marshall law and put a curfew down from sundown to sunrise.
Third I would do a complete search of all buildings in the city and remove all weapons, unless they are leagally licensed. Those illeagal weapons that I do find, I would take and place the person(s) under arrest for illeagal weapons and put them in jail for at least 1 year and one day.
Last but not least after all of the weapons were taken and the riot had been taken care of, I would bring together the leaders of the rival gangs and tell them to disband or they will be arrested and put in jail under terrorism laws and face a minimum 30 year jail term without parole in a maximum security prision with no visitors allowed.

3. Promote mutual suspicion among the gangs, it will further accentuate the situation but may help in ending bothe the gangs.
