City government and county government are the same thing. So where ever you are at in muscogee county you are in Columbus. Regardless if you are in Midland, fortsom, etc...if you are in the county you are in Columbus. City police have power to go everywhere, well atleast in Muscogee, county schools should really be considered the city's schools.

I believe what you are referring to is the combining of city and county governments into one. Pretty much it means that taxes are spread out evenly among all the citizens of the county. The only time this is a viable option is if the county has a huge population because with consolidated government you will end up with one police force and one fire department which if you have a small population will mean the outskirts will get no coverage. But it will spread out water, road crews, etc..
But I live in a rural area and from my experience watching this type of government (Nashville is this way, they call it metropolitan government though) the rural areas get ignored for services like road work and water repair because they like to focus on the population centers, whether they need to or not. I really don't like this type of system myself, I like having a sheriff's deputy or county fire when I call.

Dear I am in Columbus Ga. I live just north of you in Newnan. Our county is consolidated in several ways. This means mergered with other entities that do the same thing previously independently. Our Education, Law Enforcement, and many resources. A more united effort gives tiny communities benefits that they would not be able to offer their residents. Water, Trash pick -up, even building codes. Our county has sub-stations for our Sheriff Office to meet immediate needs and emergencies, as do our Fire Dept's stations which run in to the high teens to be positioned within the areas of need and mutual help.
